A Justiça da Argentina condenou nesta sexta-feira (11) à prisão perpétua o general reformado Luciano Menéndez por crimes cometidos durante a ditadura (1976-1983), revogando a sentença de prisão domiciliar expedida anteriormente. A pena será cumprida em cárcere comum.

Cuba blogger cannot receive prize

Yoani Sanchez's blog is one of Cuba's most popular
A dissident Cuban blogger cannot go to New York to receive a top journalism prize, after the authorities upheld a ban on her travel abroad.
Yoani Sanchez, 34, won the Maria Moors Cabot Prize for Generacion Y, a blog critical of Cuba's one-party Communist government.
The prize is the oldest international award in journalism.
It is given by Columbia University to journalists who have furthered inter-American understanding.
"The immigration office just informed me that the ban remains on my leaving the country," Ms Sanchez said on Monday via the social networking website Twitter, where she has 6,638 followers.
"I am going to celebrate on the night of the award with some friends. I am not going to let the refusal to travel ruin the happiness of the prize," she added.
"I dream of an island where nobody needs to ask permission to enter and leave."
'Better future'
Generacion Y has become a trusted source for news on Cuba, with the site receiving 14 million hits a month.
Nicholas Lemann, dean of Columbia's Graduate School of Journalism, released a statement expressing his disappointment over the Cuban government's refusal to allow Yoani Sanchez to travel to New York.

"The Cuban government ought to value Ms Sanchez's work as a sign that young Cubans are ready to take Cuba into a better future - one that will have the free press the Cuban people deserve," Mr Lemann said.
Last year Time Magazine named Ms Sanchez as one of the world's most influential people, and this year it listed Generacion Y as one of the world's top 25 blogs.
But in Cuba readership is limited due to restricted internet access.
Only about 2.1% of Cubans have regular access to the global internet and 11.5% to the Cuban intranet, according to the Washington-based democracy and human rights organisation Freedom House.
"Bloggers can go online at government-owned internet cafes, at universities and hotels," it says.
This is not the first time Generacion Y has been given recognition - in 2008 Spain's El Pais newspaper gave it an award for overcoming limits to free expression.
Similarly, Ms Sanchez was denied an exit visa to attend the award ceremony in Madrid.

Yoani Sánchez is a 34-year-old Cuban writer, editor and linguistics scholar who last week became the first blogger to win one of the Maria Moors Cabot Prizes given by Columbia University for journalism that advances inter-American understanding. Her two-year-old blog, filled with personal observations and sardonic social commentary from Havana, is called Generación Y; it now gets more than 14 million page views a month, routinely inspires thousands of comments and can be read in an English version. But it circulates far more freely outside Cuba than within, where the Castro dictatorship regards it as counter-revolutionary.

Internet access is tightly limited in Cuba, and Ms. Sánchez has often had to play cat-and-mouse with the authorities to make her writings available, either inside Cuba or outside of it. And when the Cabot awards were announced, she was denied an exit visa to travel to New York to receive hers, a process she chronicled on her blog.

But she made a video recording from a Havana park regretting the restrictions on her movements and managed to transmit them out of Cuba; they were posted on her site and played at the award ceremonies Wednesday night.

“We Cubans are like small children,” she explained in the message, “who need Father’s permission to leave the house.”

Here is an excerpt, translated by The New York Times, from one of Ms. Sanchez’s posts this month, titled “The Architecture of Urgency.” Like much of her work, which she describes as an “exorcism” or “therapy” for her frustration, its bleak poetry does not focus overtly on politics, but instead conveys the texture of daily life in a crumbling totalitarian system:

On an island where acquiring cement, cinderblocks or steel is comparable to obtaining a bit of lunar dust, destroying in order to build has become a common practice. There are specialists in removing bricks of clay intact from the walls in which they have been embedded for 80 years; experts in disengaging blue ceramic tiles from demolished mansions; and skillful “deconstructors” who extract metal beams from heaps of rubble. They use what they have recovered to create their own living space, this in a country where no one can legally buy a house. The main “quarries” where they obtain their material are houses that have collapsed or workplaces that the state’s inactivity has left abandoned for many years. They fall upon these with an efficiency in their plunder that one would wish to see in the lethargic bricklayers working for a salary.

Some of these skillful recyclers have died when a roof collapses or when a wall too riddled with holes at its base falls. But sometimes luck smiles on them, and they find a toilet without cracks or an electrical outlet that the owners of the demolished house could not — in their haste — take with them. A kilometer from the looting site, a small house of tin and zinc slowly begins to change. They have added the tile pavement from a building that collapsed at the corner of Neptuno and Aguila, a piece of the exterior grating from an abandoned mansion on Linea Street and even a stained-glass window plucked from a convent in the old part of Havana. Within this home that is the fruit of looting, a family — equally ravaged by life — dreams of the next factory to be dismantled and carried away on their shoulders.

Accompanying the post is a video in which a 40-year-old Cuban poet and performance artist, Amaury Pacheco, recites one of his works, “Economic Plan,” as images of buildings being looted and demolished flash by on the screen. Mixing street slang, mordant humor and official jargon, he mimics the Castro brothers delivering one of their rambling speeches extolling the achievements of the revolution. Because much of the word usage is idiosyncratic, there could be differing translations; here is one:

Economy! We have fulfilled the annual plan:
1,100 street hustlers; 2,000 young prostitutes; 8,000 opportunists.
Plus, 300 non-mentally disabled and the syndrome of mediocrity.
Economy! In times of a Havana that is unrecognizable,
By sweeping the house, you cleanse the economy.
Strong legs for the rocky path,
Legs that are only for the percentages of economic shame.
Shameful economy! Economy of shame! Economy of shame!

O presidente Luiz Inácio Lula da Silva desembarca hoje (21/09), em Nova York, para cumprir uma extensa agenda de compromissos nos Estados Unidos. Ainda hoje, Lula receberá o Prêmio ao Serviço Público do Centro Internacional Woodrow Wilson. O presidente participará, na quarta-feira, da Assembleia-Geral das Nações Unidas (ONU), e na quinta seguirá para Pittsburgh, onde será realizado o encontro do G-20. O presidente do Woodrow Wilson, Lee H. Hamilton, de acordo com declarações divulgadas pelo instituto, afirmou que a escolha de Lula se deve à sua contribuição “decisiva para acabar com o regime militar e para abrir o caminho para a democracia em seu país”.

Amanhã, Lula deve se encontrar com pelo menos oito chefes de Estado. Por enquanto, está confirmada pelo Itamaraty apenas uma reunião, com o premiê da Espanha, José Luis Zapatero. Está prevista uma entrevista apenas com jornalistas esportivos estrangeiros, em que Lula deve falar sobre a candidatura do Rio para sede dos Jogos Olímpicos de 2016.

A decisão sobre a sede acontece no início de outubro, na Dinamarca, e uma das concorrentes é Chicago, onde vivia o presidente dos EUA, Barack Obama. Amanhã, Lula participará de jantar oferecido pelo secretário-geral da ONU, Ban Ki Moon, com a presença de todos os chefes de Estado que estão em Nova York.

Conforme a tradição da Assembleia-Geral das Nações Unidas, o presidente brasileiro será o primeiro a discursar, às 9 horas (10 horas em Brasília) de quarta-feira. Obama falará em seguida. Lula deverá usar seu discurso para criticar o embargo econômico imposto pelos EUA a Cuba, que ele considera “anacrônico”. O presidente americano renovou por mais um ano o embargo à ilha. A chamada Lei de Comércio com o Inimigo vige desde 1917 e proíbe qualquer tipo de intercâmbio com os países considerados uma ameaça aos EUA. Atualmente, só Cuba é afetada.

O ministro das Relações Exteriores, Celso Amorim, chegou antes a Nova York e hoje manterá encontros bilaterais na missão brasileira na ONU. Amanhã, ele deve participar da conferência climática. Depois da viagem de Lula para Pittsburgh, o ministro permanecerá em Nova York, onde se reunirá com a secretária de Estado, Hillary Clinton, e o chanceler da Holanda para discutir a violência contra as crianças.
